How to activate xfinity phone

I have the same problem. I was able to activate two iPhones. But, the store representative was not able to activate the third iPhone. The funny thing is that the third iPhone works fine if I swap the SIM from first or second iPhone. So my third iPhone is compatible with Xfinity mobile. But the system says it's not complete.
